Round Table Dedicated to the Protection of Historic Monuments and Civil Transactions

The event organised by UNNPR on 12 March, under the theme “Protection of Historic Monuments and Civil Transactions – Responsibility, Balance and the Need for Reform”, brought together, in the Aula of the Central University Library of Bucharest, notaries public, representatives of institutions with responsibilities in the field of built cultural heritage, members of academia, as well as prominent figures involved in developing and strengthening the national legislative framework.

The proceedings were opened by Notary Public Laura Badiu, President of UNNPR, and the discussions were moderated by Notary Public Mihaela Durnescu.

The working meeting was intended as a first step towards strengthening interinstitutional dialogue and cooperation in identifying administrative and legislative solutions aimed at developing a regulatory framework adapted to current challenges, while ensuring legal certainty for properties designated as historic monuments.

Presentations were delivered by:

  • Ms Valeria Oana Zaharia – Manager of the National Institute of Heritage;

  • Prof. Radu-Alexandru Rizoiu, PhD – Faculty of Law, University of Bucharest;

  • Assoc. Prof. Bogdan Alexandru Suditu, PhD – Faculty of Geography, University of Bucharest;

  • Senator Robert Marius Cazanciuc – Member of the Senate Committee on Legal Affairs, Appointments, Discipline, Immunities and Validations.

We would also like to thank the following guests for their participation:

  • Deputy Bogdan Ciuca – President of the Committee on Legal Affairs, Discipline and Immunities of the Chamber of Deputies;

  • Mr Laurențiu Alexandru Blaga – President and Director General of the National Agency for Cadastre and Land Registration;

  • Mr Mircea Popa – Deputy Director General of the National Agency for Cadastre and Land Registration;

  • Mr Adrian Bălteanu – Head of the Archaeology and Built Heritage Service, Cultural Heritage Directorate, Ministry of Culture.

The discussions were lively, the issues raised by the speakers were highly relevant to current challenges, and the ideas and experiences shared will undoubtedly inspire concrete action aimed at both protecting built cultural heritage and ensuring the proper functioning of civil transactions.
