The international presence of UNNPR

The Romanian notariat within the worldwide architecture of Latin-type notariat.

The National Union of Public Notaries of Romania represents the Romanian notariat within the profession's international organisations. It is a member of the International Union of Notaries (UINL), which brings together the Latin-law notariats, and of the Council of the Notariats of the European Union (CNUE), which represents the profession in its relations with the European institutions. Within these organisations, the Union takes part in shaping the European notariat's positions on European Union legislative acts, in the exchange of good practice between notariats, and in joint projects on the circulation of notarial instruments and the interconnection of registers. The Union has concluded cooperation agreements with the notariats of other States, organises and hosts international meetings, and ensures that Romanian public notaries take part in the training programmes of the organisations it belongs to.

International Union of Notaries

A central pillar of the external presence of the National Union of Public Notaries of Romania is its membership of the International Union of Notaries, UINL, a non-governmental organisation bringing together notariats from across the world that operate under the Latin law system. It sets out to promote, coordinate and develop the notarial profession, supporting the security of legal relations, the protection of the public interest and citizens' access to modern notarial services.

The Romanian notariat joined the UINL member notariats on 30 May 1997. Following UNNPR's active involvement in the efforts to modernise the profession, in October 2004 the Assembly of Member Notariats decided that the Romanian notariat should have representatives on the Executive Committee and the Permanent Council, and on the specialist commissions.

Council of the Notariats of the European Union

Full member since 1 January 2007

The voice of the notarial profession at European level, CNUE is the official organisation representing the interests of the 50,000 notaries in the EU Member States in their relations with the European institutions, the European Commission, the European Parliament, the Council of the European Union and the Court of Justice of the European Union.

Based in Brussels, the organisation was founded in 1993, when the European Single Market was established. CNUE promotes a modern notariat founded on impartiality, professional independence, the authenticity of documents and the prevention of disputes, and is involved in European policy on international successions, family law, the circulation of authenticated documents, combating money laundering and the digitalisation of notarial services. In 2026 the presidency of CNUE is held by the notary Roland Wadge of Malta.

Association of the European Network of Registers of Wills

Member since 2010

ARERT is an international non-profit association governed by Belgian law, founded in 2005 by the notariats of Belgium, France and Slovenia. The legal basis of its work is the Basel Convention on the registration of wills (1972) and European Regulation no. 650/2012 on successions, which created the European certificate of succession.

By providing the infrastructure for exchanging succession information between Member States, ARERT interconnects the national registers of wills in a network that makes it possible to identify the will left by a deceased person, whatever the country of registration. ARERT is a close partner of CNUE, and both organisations work with the European Commission on the digitalisation of cross-border succession systems.

From 2010 to 2021 the representative of the Romanian notariat held the office of ARERT vice-president, and from 2021 to 2026 the office of ARERT president.

IIHN
Worldwide

International Institute for the History of the Notariat

Member since 1997

An international organisation devoted to researching, preserving and promoting the history of the notariat and of legal culture worldwide, IIHN was founded in 1974 by Pierre Tesnière, a notary in Yvetot (Seine-Maritime), and is a body associated with UINL. The Institute publishes the quarterly review „Le Gnomon”, organises exhibitions and conferences, and brings together experts, historians and enthusiasts of notarial heritage, from tokens, medals and seals to engravings, paintings and uniforms.

Association of the Francophone Notariat

Member since 2002

The Association of the Francophone Notariat facilitates international cooperation in harmonising notarial practice and promoting the Latin notarial model, with a professional, advisory and academic role. It was founded on 17 March 1992 on the initiative of the French notariat, with the support of the French Ministry for the Francophonie, and brings together notariats from more than 30 States and territories on three continents.

European Notarial Network

A network of EU notariats, run by CNUE

The European Notarial Network is the tool through which notaries across the European Union assist one another in files with a cross-border element. Created and run by CNUE with the support of the European Union, the network operates through a system of interlocutors and national contact points: a notary who needs information on the law of another Member State receives it, free of charge, from a colleague in that State.

Beyond the network of contacts, the ENN offers practical working tools, checklists for successions, family law, real estate law and company law, explanatory handbooks on the European regulations and observatories on how they are applied nationally, available in more than 20 languages, Romanian included.

Successions in Europe

A public service of CNUE

Successions in Europe is the portal through which CNUE answers, in plain language, the questions anyone faces when an inheritance crosses a border: how a succession works, how to draw up a will, which law applies and who is competent to settle the estate.

The portal presents succession law in 22 Member States of the European Union, in comparable national factsheets written and kept up to date by the notariat of each country, and explains the essentials of Regulation (EU) No 650/2012, including the European Certificate of Succession.

Couples in Europe

A public service of CNUE

Couples in Europe is the CNUE portal devoted to the property of couples: which law governs the assets of spouses or partners, what happens to those assets on divorce, separation or death, and which formalities apply when a couple has ties with more than one State.

The portal covers the 27 Member States of the European Union and Ukraine, in 21 languages, and deals with marriage, registered partnerships and de facto unions alike. The content is updated regularly, as national and European legislation develops.

Directory of Notaries of Europe

A public service of CNUE

The Directory of Notaries of Europe is the public directory through which CNUE brings together, in a single place, the notaries of the European States with a Latin-type notariat. It can be searched by locality, by the language the notary speaks or by name, so that someone abroad can find a notary they can talk to in their own language.

The data is supplied and kept up to date by the national notariats, and the interface is available in 23 languages, Romanian included. The project was funded by the Justice Programme of the European Union (2014-2020).

A portal of the European Commission

The European e-Justice Portal is the single online point of access to legal information in the European Union, run by the European Commission. Available in 23 languages, it addresses citizens, businesses, legal practitioners and judicial authorities alike.

Through it one reaches the land, business and insolvency registers interconnected at European level, the online forms of the cross-border procedures, the European Judicial Atlas and the tools for finding a legal practitioner, a notary included.
