Cookie policy
This page explains which cookies the website of the National Union of Public Notaries of Romania uses, which external services are involved while you browse, and how you can control the settings in your browser.
What cookies are
A cookie is a small text file that a website can save in your browser when you visit a page. On later visits the browser sends it back and the site can read it. Cookies are generally used to keep a session open (for example to keep you logged in), to remember preferences or, on many commercial sites, to measure traffic and track visitors' behaviour.
The applicable legislation, namely Law no. 506/2004 on the processing of personal data and the protection of privacy in the electronic communications sector, together with Regulation (EU) 2016/679, draws an essential distinction: cookies strictly necessary for a service to work may be used without your agreement, whereas any analytics, advertising or profiling cookie requires prior consent.
Which cookies we use
The UNNPR public site uses no analytics, advertising or profiling cookies. We have no Google Analytics, no Google Tag Manager, no social network pixels and no other tracking tools installed, and the links to our social network pages are plain links, not embedded widgets.
In concrete terms, if you visit this site to read information, to look for a public notary or to download a document, your browser receives no cookie from us.
The only cookies that do appear are strictly necessary and are used exclusively in the site's administration area, by the staff who update the content:
- WordPress authentication cookies (wordpress_logged_in, wordpress_sec): they keep the session of a logged-in user in the administration panel. Duration: until the browser is closed or, if the session is set to be kept, at most 14 days.
- wordpress_test_cookie: checks whether the browser accepts cookies, when the login form is displayed. Duration: the current session.
- Cookies of the login protection module (llar): they support the steps of two-factor verification and the limiting of repeated login attempts. Duration: the current session or at most 24 hours.
These cookies never reach visitors to the public site. They are indispensable to account security and cannot be disabled without making it impossible to administer the site.
Why no consent banner appears
Under Article 4(5) of Law no. 506/2004, prior consent is required only for storing information on your terminal equipment or for accessing information stored there, where this is not strictly necessary to provide the service you requested. Since the public site places no cookies other than the strictly necessary ones, there is nothing we could ask your consent for, and a consent banner would serve no purpose.
If we introduce traffic measurement tools or any other non-essential cookie in the future, this page will be updated and your consent will be requested beforehand, with the option to refuse.
What data reaches other providers
Even though we use no tracking cookies, a few of the site's features involve a connection to a service outside our own. We list them below, together with the moment at which they occur:
- The map on the „Find a notary” page: the map background is provided by OpenStreetMap. When the page opens, your browser requests the map images directly from the OpenStreetMap Foundation's servers, which thereby receive your IP address and browser type. No cookies are placed through that request. The rest of the page, including the search itself, runs on our own servers.
- The „Notary near me” button: if you press it, the browser asks your permission to determine your position. The coordinates are sent to our server solely in order to sort the results by distance, are used only for the duration of that search, and are not saved. If you refuse permission, the search works normally, without sorting by distance.
- The „EN” language switch: the English version of the site is written by us and is served from our own servers, at addresses beginning with
/en/. Moving from one language to the other is simply navigation within the site: no external script is loaded, no cookie is placed and no request goes out to a translation service. - The head office map: the image shown in the page footer and on the contact page is hosted by us, so it triggers no external request. Only if you press it does Google Maps open, in a new tab.
- The IP address: the server temporarily retains the IP address of requests, in order to limit abusive automated searches of the register of public notaries and for login security. This information is not used to identify you and is not linked to your browsing history.
The fonts, graphics libraries and style sheets used by the site are hosted on our own servers, so that simply browsing the pages transmits no data to other providers.
How to control cookies
You may block or delete cookies at any time from your browser settings, usually in the „Privacy and security” section. Google Chrome, Mozilla Firefox, Microsoft Edge, Safari and the other browsers offer equivalent options: blocking all cookies, blocking only third-party ones, or deleting cookies automatically when the browser is closed.
Blocking cookies does not affect browsing this public site in any way, because it does not depend on them. Blocking them completely does, however, make it impossible for the staff who update the site to log in to the administration area.
