Protocols and agreements concluded by the Union, presented in reverse chronological order.

1. 1

   Cooperation protocol no. 4461/15.07.2026 between UNNPR, the National Trade Register Office (ONRC) and CNARNN – Infonot, on access to the data held by ONRC through the Big Data platform.

   The protocol governs free access for public notaries, through the Infonot interoperability platform, to the data available at ONRC.

   Partnership agreement no. 968/17.01.2026 between UNNPR and the National Authority for Consumer Protection (ANPC), aimed at protecting the interests of consumers and raising their level of information and education, particularly when buying newly built homes.

   The agreement covers cooperation between the signatory bodies in protecting the interests of consumers and informing them of the rights they hold.

   Cooperation protocol no. 2644/2026 between UNNPR and the Financial Supervisory Authority (ASF), on developing programmes, projects and campaigns through which citizens learn about the importance of financial education.

   The protocol governs cooperation between the parties in running programmes, projects and campaigns through which citizens learn about the importance of financial education and about their rights and obligations in relation to various financial products and services.

   Cooperation protocol no. 5911/09.10.2025 between UNNPR and the General Directorate for Population Records (DGEP).

   The protocol covers inter-institutional cooperation to interconnect the IT systems run by the parties, so as to exchange the data each of them needs in order to discharge the statutory duties with which it is invested.

   Cooperation protocol between UNNPR and the National Agency for Cadastre and Land Registration on how land registration operations are carried out, in application of the Cadastre and Land Registration Law no. 7/1996, dated 21.01.2025, published in the Official Gazette no. 109 of 6 February 2025.

   The protocol establishes how the parties cooperate so that public notaries can complete the land registration formalities.

   Cooperation agreement no. 7381/31.10.2024 between UNNPR and the National Office for Prevention and Control of Money Laundering, on the effectiveness of the system for preventing and combating money laundering and terrorist financing and on the application of Law no. 129/2019 to the activity of public notaries.

   Protocol between UNNPR and the National Agency for Cadastre and Land Registration on the methodology for collecting and transferring land registration charges, published in the Official Gazette no. 645 of 21 October 2013, as subsequently amended and supplemented.

   The protocol establishes the mutual obligations of the parties arising from the collection and transfer of land registration charges by public notaries.

   Cooperation protocol no. 8232/22.11.2022 concluded through CNARNN with the National Archives of Romania, on digitising the succession archive of the state notariat for the period 1952 to 17.11.1995.

   The agreement covers digitising the succession archive of the state notariat for the period 1952 to 17.11.1995.

    Protocol no. 4390/16.06.2022 between UNNPR and Regia Autonomă Monetăria Statului, the State Mint.

    The protocol sets out the legal obligations on procuring, keeping, using and withdrawing from use the seals bearing the coat of arms of Romania that public notaries apply to the documents within their competence, and raises the level of security of the safety features used in notarial work.

    Cooperation protocol no. 298/14.01.2022 between UNNPR and Dunărea de Jos University of Galați.

    The protocol covers cooperation between the signatory bodies on mutual support and promotion, on organising joint programmes, campaigns and projects and on related matters.

    Cooperation protocol no. 5600/17.08.2021 between UNNPR and the Authority for the Digitalisation of Romania.

    The protocol covers cooperation on interconnection with the databases of the central and other public authorities.

    Cooperation protocol no. 3288/02.05.2018 between UNNPR and the National Authority for Management and Regulation in Communications (ANCOM), on the arrangements and procedures for communicating and using the market studies of minimum recorded property values that the Chambers of Public Notaries rely on.

    The protocol covers cooperation between the parties through exchanges of documents and mutual consultation on professional matters and on rights and obligations in the preparation of the market studies.

    Cooperation protocol no. 2156/21.03.2018 between UNNPR and the Legal Sciences Society.

    The protocol covers cooperation between the two parties in the legal field, by bringing the intentions and achievements of their specific activities to the attention of members and of the public, through the UNNPR.Notari section hosted on www.juridice.ro.

    Declaration of adherence to the UNNPR objective of promoting legal education, no. 4991/08.09.2017.

    Cooperation agreement no. 552/04.03.2016 between the National Institute of Magistracy and the Romanian Notarial Institute, in pursuit of the aim declared by both parties, the continuing professional training of magistrates and notaries.

    The agreement establishes cooperation between the two institutions, centred on professional training and joint modules, participation in joint training events and exchanges of publications.

    Cooperation protocol no. 4592/05.10.2015 between UNNPR and the National Union of Insolvency Practitioners, the National Union of Judicial Enforcement Officers of Romania, the National Union of Bar Associations of Romania, the National Institute for the Training and Development of Judicial Enforcement Officers, the National Institute for the Training of Insolvency Practitioners, the National Institute for the Training and Development of Lawyers and the Romanian Notarial Institute, for the uniform application of Law no. 151/2015 on the insolvency procedure for natural persons.

    The protocol covers approval of the common curriculum required for initial professional training, approval of the uniform methodology for running the courses, the level of the fees and related matters.

    Cooperation protocol no. 2025/29.04.2015 between UNNPR and the National Association for Consumer Protection and the Promotion of Programmes and Strategies in Romania (A.N.P.C.P.P.S.R. – InfoCons), as subsequently amended and supplemented.

    The protocol covers mutual promotion and the development of programmes and activities with social implications, and the setting up, as a pilot for notarial offices, of the National Centre for Consumer Advice and Counselling in the field of notarial services.

    Cooperation protocol no. 5084/28.11.2013 between UNNPR and the National Centre for the Administration of Notarial Registers and the Directorate for Population Records and Database Administration, under Government Decision no. 1367/2009 on the establishment, organisation and operation of D.E.P.A.B.D. and under Law no. 36/1995.

    The protocol covers the supply by D.E.P.A.B.D. of an up to date list of the information relating to the death records entered in R.N.E.P., the structure of that data and communication between the parties.

    Cooperation protocol no. 3773/03.09.2013 between UNNPR and the National Administration of Penitentiaries, for the discharge of the legal obligations concerning access for public notaries to places of detention in order to draw up the documents within their competence.

    The protocol creates the general framework for cooperation between the two institutions, so that public notaries can be given access to places of detention, at the request of persons deprived of liberty, in order to draw up the documents within their competence.

    Cooperation protocol no. 2863/03.07.2013 between UNNPR, the Ministry of Health and the Special Telecommunications Service, having regard to the establishment of the national register of donors of organs, tissues and cells, the building of the integrated IT system, the securing of access to that information, the guarantee that the identity of donors is protected and the collection of data in a way that ensures confidentiality.

    The protocol covers the design, implementation and operation of an IT system that allows entries to be made in the national register of donors in real time, in accordance with the legislation in force.

    Cooperation protocol no. 2763/26.06.2013 between UNNPR and the National Authority for Property Restitution, for the application of Law no. 165/2013 on the measures for completing the process of returning property abusively taken over during the communist regime.

    The protocol covers making available to ANRP the guides on indicative property values used by the Chambers of Public Notaries.

    Cooperation protocol no. 2206/29.05.2013 between UNNPR and Compania Națională „Poșta Română” S.A., under Law no. 134/2010 on the Code of Civil Procedure, republished and supplemented by Law no. 76/2012, under Law no. 287/2009 on the Civil Code and under Law no. 36/1995, republished.

    The protocol covers cooperation between the two institutions, in that „Poșta Română” and the members of UNNPR conclude contracts for receiving, presenting, processing and dispatching procedural documents, as provided by law.

    Cooperation protocol no. 3165/29.05.2013 between UNNPR and the Legal Sciences Society, on the promotion by SSJ of the activities carried out by public notaries, by taking over and circulating on www.juridice.ro the official communications and briefings issued by UNNPR and by the Chambers of Public Notaries.

    The protocol covers cooperation between the two parties in the legal field, by bringing the intentions and achievements of their specific activities to the attention of members and of the public.

    Cooperation protocol no. 3674/26.06.2012 between UNNPR and the Bucharest Court of Appeal, on inter-institutional cooperation between the parties.

    The protocol establishes cooperation between the two institutions in order to consolidate the independence of the judiciary, increase public confidence in justice, secure respect for the independence of public notaries, improve the relations between public notaries and magistrates, implement the new codes and pursue related aims.

    Cooperation protocol no. 2448/20.12.2011 between UNNPR and the Ministry of Education, Research, Youth and Sport, having regard to Directive 2005/36/EC of the European Parliament on the recognition of professional qualifications.

    The protocol covers cooperation between the two institutions within project ID 53132, „The Network of Competent Authorities for Professional Qualifications in Romania”.

    Cooperation protocol no. 4946/20.12.2011 between UNNPR and the Ministry of Foreign Affairs, governing the procedure for notifying and entering in the national notarial registers the notarial documents drawn up by the diplomatic missions and consular offices of Romania abroad.

    Cooperation protocol no. 4057/02.11.2011 between UNNPR, the National Agency for Cadastre and Land Registration and the Romanian Banking Association, on how certain provisions of the New Civil Code are to be implemented.

    The protocol establishes how certain provisions of the Civil Code are applied in practice as regards the land registration formalities arising from mortgage contracts concluded with credit institutions.

    Cooperation protocol no. 2391/06.07.2011 between UNNPR and the Mediation Council.

    The protocol covers initiating the legislative amendments needed to align the applicable legislation, the uniform application of its provisions and cooperation between notarial offices and mediators.

    Cooperation protocol no. 1872/30.06.2011 between UNNPR and the Superior Council of Magistracy, on the need to increase the confidence of citizens in the act of justice, as subsequently amended and supplemented.

    The protocol covers cooperation between the two parties on their specific activities, the search for solutions to improve the legal provisions, mutual information on complaints and malfunctions, the organisation of joint programmes and related matters.

    Cooperation protocol no. 3529/22.12.2010 between UNNPR and the Ministry of Transport and Infrastructure.

    The protocol covers direct or indirect support for motorway construction projects, by making available the valuations used by the Chambers of Public Notaries for the market value of immovable property, for the purposes of the expropriation procedures.

    Data supply protocol no. 1719/19.05.2010 between UNNPR and the Ministry of Administration and Interior, through the Directorate for Population Records and Database Administration (D.E.P.A.B.D.).

    The protocol implements UNNPR cooperation protocol no. 1563/12.05.2009 – Ministry of Administration and Interior, Special Telecommunications Service, by supplying electronically certain personal data from RNEP, through a software application built and administered for the purpose.

    The protocol establishes an appropriate framework for cooperation between the bank and public notaries, through a framework cooperation convention setting uniform practice on the application of the legal provisions, on fees and on related matters.

    Data supply protocol no. 1563/09.06.2009 between UNNPR and the Ministry of Administration and Interior, through the National Inspectorate for Population Records and the National Centre for the Administration of Population Records Databases.

    The protocol implements UNNPR cooperation protocol no. 1563/12.05.2009 – Ministry of Administration and Interior, Special Telecommunications Service, by supplying electronically certain personal data from RNEP, through a software application.

    Cooperation protocol no. 1701/22.05.2009 between UNNPR and the Ministry of Foreign Affairs, through the General Directorate for Consular Affairs.

    The protocol covers cooperation on the procedures for verifying the authenticated invitations required of citizens of certain states who apply for a short stay visa on Romanian territory.

    Cooperation protocol no. 1563/12.05.2009 between UNNPR and the Ministry of Administration and Interior, Special Telecommunications Service.

    The protocol covers cooperation on implementing an IT system that compares the information written in the Romanian identity documents of persons applying for notarial documents and procedures with the data held in the national population records register, supplied by the specialist structures of the MAI under the conditions of the law.

    The protocol covers cooperation in the exchange of information for the purposes of research, analysis and statistics on property price indices.
