Cooperation Agreement between UNNPR and the German Federal Chamber of Notaries
On 5 May 2026, the National Union of Notaries Public of Romania (UNNPR) signed a cooperation agreement with the German Federal Chamber of Notaries (Bundesnotarkammer), laying the foundations for a lasting partnership that opens up new opportunities for cooperation and institutional development between the two notariats.
The agreement was signed on the occasion of a bilateral meeting hosted by the Romanian notariat at the UNNPR headquarters. The discussions covered a range of current issues relevant to both parties, including recent legal developments in Romania and Germany, with a particular focus on the digitalisation of notarial activities, the European 28th company law regime, digital identity for businesses – the European Business Wallet – and the impact of new technologies on the profession.
The agenda also included discussions on the protection of vulnerable persons, the prevention and combating of money laundering, as well as the representation of national notariats within international professional organisations – UINL and CNUE.
The German notarial delegation included Mr Markus Sikora – President of the Bundesnotarkammer, Mr Peter Stelmaszczyk – President of the Council of the Notariats of the European Union (CNUE) in 2023, and Mr Johannes Rübbeck – Representative of the Bundesnotarkammer in Brussels.
The Romanian notariat was represented by Ms Laura Badiu – President of the National Union of Notaries Public of Romania, Mr Sorin Marina – Vice-President of the National Union of Notaries Public of Romania, Ms Mihaela Durnescu – President of the Bucharest Chamber of Notaries Public, Mr Stila Cocea and Mr Octavian Rogojanu – members of the UNNPR Commission for the Organisation and Coordination of International Relations Activities.
The dialogue with the German partners and the signing of the cooperation agreement between UNNPR and the Bundesnotarkammer confirm the Romanian notariat’s commitment to expanding cooperation within the European notarial network, at a time when adapting to new legal and technological realities is essential to the modernisation of the profession.
