Romanian notariat in European dialogue: cooperation, digitalisation and legal certainty

Today, 5 June 2026, the CNUE General Assembly and the ARERT General Assembly took place in Malta, two meetings dedicated to European notarial cooperation.

The Romanian notariat was represented at the CNUE General Assembly by Ms Laura Badiu, President of UNNPR; Mr Ion Marin, First Vice-President of UNNPR; Ms Luana Blidaru, UNNPR Representative in Brussels; as well as Notaries Public Stila Cocea and Octavian Rogojanu.

The agenda included key topics concerning the future of legal services in Europe: the European regulation on the creation of the 28th legal regime – EU Inc.; the digitalisation of European judicial cooperation in matters of succession, matrimonial property regimes and registered partnerships; as well as the legal and practical implications of digital wallets for businesses.

The discussions also addressed potential developments in the digitalisation of notarial activities, including the use of artificial intelligence-assisted workflows. For European notariats, digitalisation remains closely linked to legal certainty, the protection of individuals and trust in authentic instruments.

On the same day, the ARERT General Assembly also took place, chaired by our colleague Octavian Rogojanu, Notary Public, who concluded his term as President of ARERT for the 2021–2026 period.

We congratulate him on a term during which European cooperation between notarial registers made significant progress, with tangible results in strengthening the ARERT network.

During the ARERT General Assembly, Cosita Delvaux, former President of CNUE, was elected as the new President of the association.

The meeting also included a presentation of the development of the ARERT network over the past year. In 2025, the National Chamber of Notaries of Albania became the association’s 22nd member. Currently, with the support of ARERT, 13 registers of wills and 5 registers of European Certificates of Succession are interconnected.

The objective underlying all these discussions is a practical one: to provide notarial services that are better connected to social realities across Europe, without losing sight of legal certainty and the protection of individuals.

In an increasingly mobile and digital world, the role of the notary in EU Member States remains to provide trust, balance and legal certainty.
