Information regarding the activity of notarial offices in the context of the disruption of cadastre and land registration services

As a result of the temporary disruption of cadastre and land registration services, notarial offices are currently unable to carry out notarial procedures that require land register extracts or other information from the cadastre and land registration system.

We emphasise, however, that notarial offices are not closed. Notaries public and notarial office staff continue to carry out their activities and remain available to citizens for information, consultations, document preparation and all other services that can be provided under the current circumstances.

We would also like to assure citizens that authenticated instruments and documents held in notarial archives are preserved in paper form, under appropriate conditions and in compliance with the statutory retention periods, including permanent retention requirements applicable to property deeds.

The entire archive of property deeds handled by notaries public since 1995, as well as those originating from the former state notarial offices (1950–1995), is safely preserved in paper form within notarial offices or in the archives of the Chambers of Notaries Public and may be consulted under the conditions provided by law.

Therefore, the temporary disruption of the electronic cadastre and land registration systems cannot, under any circumstances, result in the loss of executed documents or jeopardise citizens’ property rights.

We understand the difficulties and concerns that this situation may cause and assure citizens that notaries public remain available to provide information and clarification regarding the notarial procedures affected by this disruption.

Notarial offices will resume the processing of instruments that depend on cadastre and land registration services as soon as these services are restored.

Until then, citizens may continue to contact notarial offices for information, consultations and any other notarial services that can be provided under the current circumstances.
