The modern Romanian notariat

  1. 1995

    The liberal public notariat re-established

    Law no. 36/1995 on public notaries and notarial activity establishes the modern public notariat of Romania and the National Union of Public Notaries of Romania.
  2. 1997

    Joining the Latin-type notariat

    On 30 May 1997 UNNPR becomes a full member of the International Union of Notaries (UINL) and joins the International Institute for the History of the Notariat (IIHN).
  3. 2002

    The francophone notariat

    UNNPR joins the Association of the Francophone Notariat (ANF), strengthening cooperation across the francophone world.
  4. 2007

    European integration of the profession

    With Romania's accession to the European Union, UNNPR becomes, on 1 January 2007, a full member of the Council of the Notariats of the European Union (CNUE).
  5. 2010

    The European registers of wills

    UNNPR joins the Association of the European Network of Registers of Wills (ARERT).
The history of the profession

A tradition that inspires trust

For more than nine centuries, the notarial profession has accompanied the development of Romanian society. From the first documents drawn up in medieval chancelleries to the deeds authenticated today in digital form, the notary has had the same mission: to give security, trust and stability to legal relations between people.

The history of the notariat is at the same time a history of responsibility and of constant adaptation to the needs of society. Each stage has helped consolidate a profession that protects citizens' rights and guarantees the authenticity of legal documents.

A journey through history

The Middle Ages, the beginnings of the profession

The first forms of notarial activity appear in the princely and ecclesiastical chancelleries, where the chancellors and scribes drew up and authenticated the important documents of the time.

Although the institution of the public notary did not yet exist in its present form, these activities laid the foundations of a legal tradition built on rigour, credibility and respect for the written document.

Towards the modern Romanian State

As legislation modernised, the role of notarial activity developed steadily. In Transylvania, the institution of the public notary was established as early as 1874, and the profession began to take the form we know today.

The rules adopted in this period helped professionalise the activity and define the notary's role as guarantor of the legality and security of legal relations.

After the Great Union

The unification of Romania also marked the beginning of a broad process of harmonising the notarial systems of all the historical provinces. It was in this period that the first professional organisation of public notaries in Romania came into being.

This laid the foundations of a profession organised nationally, with common rules and values, directed towards the public interest and the protection of the citizen.

The notariat today

The profession of public notary continues to evolve, keeping the values that established it: legality, impartiality, responsibility and respect for the citizen. Tradition and innovation go together today, without diminishing the rigour and the guarantees that define a notarial document.

The public notary remains a trusted partner of citizens and of the State, helping to prevent disputes and to ensure the security of civil transactions. At the same time, the profession looks to the future, continuing to adapt to technological and social change without losing its fundamental values.
