Council of the Union
The Council of the Union runs the activity of the National Union of Public Notaries of Romania between congresses. It is made up of the representatives of the 15 Chambers of Public Notaries, and from among its members public notaries elect the President and the 3 Vice-Presidents of the Union.
How the Council is composed
The Council of the Union is made up of the representatives of each Chamber of Public Notaries. From among the members of the Council of the Union, public notaries elect the President and 3 Vice-Presidents. From among the 3 Vice-Presidents, the UNNPR Council elects a First Vice-President.
The Chambers are represented on the Council according to the following rule:
- 1 representative for Chambers with up to 200 notaries;
- 2 representatives for Chambers with between 201 and 400 notaries;
- 3 representatives for Chambers with more than 400 notaries.




































Duties of the Council of the Union
The Council of the Union has, principally, the following duties:
- proposes to the Minister of Justice the updating of the number of posts of public notary and trainee notary, and of the posts allocated to the competition for changes of office premises;
- proposes to the Minister of Justice the approval of the regulation governing the conduct of the examinations for acquiring the capacity of public notary;

proposes to the Minister of Justice the minimum fees for the notarial acts and procedures performed by public notaries in the exercise of their office, having regard to the following criteria:
- the time and volume of work required to perform the act or procedure;
- the nature, novelty and difficulty of the act or procedure;
- the obtaining of additional data and information, or cooperation with experts or other specialists, required by the nature, object, complexity and difficulty of the act;
- the time constraints under which the notary is obliged by the circumstances of the act or procedure to act in order to provide effective legal services;
- the archiving periods for notarial acts and procedures;
- the place where the act or procedure is performed;
- the liability of the public notary, also by reference to the value of the act or procedure;
- sets the contribution quotas payable by public notaries' offices to the Chamber and by the Chambers to the Union, in accordance with its statute;
- represents the Union, through the President of the Council of the Union, in relations with third parties, both nationally and internationally;
- adopts the amendments or additions to the Statute of the Public Notaries' Insurance Fund and of the Public Notaries' Pension Fund;
- approves the amendments and additions to the Statute of the Union between congresses, after consulting the general assemblies of the Chambers;
- rules on the appeals against the decisions of the Disciplinary Council;
- adopts, amends and supplements the Rules of the Disciplinary Council;
- adopts, amends and supplements the rules on the organisation and functioning of the Romanian Notarial Institute (INR);
- organises, at national level, programmes aimed at aligning notarial practice with international requirements;
- adopts the professional usages in accordance with the Civil Code, as republished and subsequently amended;
- approves the budget of revenue and expenditure, the budget execution and the President's annual discharge from management;
- sets, by decision, the allowances of the Chambers' representatives on the Council of the Union, of the President, the First Vice-President and the Vice-Presidents of the Council of the Union, as well as those of the members of the Board of Auditors, of the Disciplinary Council, of the Board of the Public Notaries' Insurance Fund and of the governing bodies of the INR, together with the allowances of the members of other bodies set up within the Union;
- confers orders, medals and titles, under the conditions laid down in the statute;
- approves sponsorships and patronage;
- grants aid to public notaries, within the limits of the amounts approved for this purpose in the budget of revenue and expenditure;
- performs any other duties provided for by the legislation in force, by the statute of the profession or by internal normative acts.
The Council of the Union may delegate some of its duties to the Executive Board, under the conditions laid down in the statute.
