UNNPR and the Portuguese Chamber of Notaries: cooperation and dialogue on the digitalisation of notarial practice

Yesterday, 14 September 2026, a bilateral meeting took place between the National Union of Notaries Public of Romania (UNNPR) and the Portuguese Chamber of Notaries, with the delegations led by Laura Badiu, President of the National Union of Notaries Public of Romania, and Jorge Batista da Silva, President of the Portuguese Chamber of Notaries.

The discussions focused primarily on the digitalisation of notarial practice, establishing a framework for an exchange of experience regarding solutions already implemented, the challenges arising from digital transformation and the prospects for developing modern, secure and efficient tools for notarial activities.

A conclusion shared by both delegations was that the notarial profession should make use of new technologies to improve efficiency, enabling digital tools to take over as many technical and repetitive tasks as possible, while allowing notaries to devote more time to human interaction, understanding the needs of the parties and developing the most appropriate and legally secure solutions.

The meeting also provided an opportunity for a broader dialogue on shared priorities and on strengthening institutional and professional cooperation between the Romanian and Portuguese notariats.

In this context, a Cooperation Agreement between the two professional organisations was also signed, establishing the main areas of collaboration for the period ahead.
